OK, so my mom's neighbor looked out her window and saw this monster on her fence:
Could someone please tell me what the fuck that is? I am worried for my neighborhood. Is that one of Satan's little goblins?

That appears to be a Golden Eagle. Or a basket weaved in the shape of an eagle. Either way, though they have better eyes than watchdogs, its harder for them to warn you of danger..,
